The calls for a Treaty, Bill of Rights and Constitutional change etc that was raised and argued for by Aboriginal delegates at the weekends 2020 summit in the beginning was heard loud and clear, but by summits end it was reduced and hushed down to an embarrassing choice of words by the closing report back. Behind the fine words and were listening and "closing the gap" rhetoric (whatever closing the gap means) we need to ask, where is the promotion of Aboriginal languages, our education systems our learning pathways, our systems of Law and justice, where is the support and funding for the just and equal acknowledgement and implementation of our cultural values, beliefs and practices – where is our right to self-determination?

I am not suggesting that western education is not needed or crucial for Aboriginal Peoples but that our ways must also be justly and rightly given equal value and worth. If equilibrium and parity are to be achieved then our Aboriginal culture must be the ridgepole around which all else revolves. Aboriginal people are promised equality before western law and in settler society, we are promised good education, employment, access to the “real economy” etc etc provided, Aboriginal Peoples forgo choice and in turn give up, give away and walk away from all we are

It is clear that Aboriginal Peoples throughout Aboriginal country must continue to organize and struggle as hard, if not harder then the recent racist Howard years. It seems to me that this current government are very media savvy, they now how to harness, stage and manage celebrity popularity to deflect the unfinished business of this country

The fine words and accommodating smiles of this Federal labor government and their cronies need to be thoroughly considered and scrutinized for behind them lay an agenda of assimilation. How People can sing from every branch of every tree with glee about having the maturity to become a Republic and crow about human rights but remain mute on a Treaty, which would without question reflect the maturity of the Australian nation and its commitment towards human rights more so then a Republic absolutely, astounds me?

If we hunger for just change, not just symbolic gamin spruk of so-called real economist, western educationist and closing gap popular trends etc, in this country, if we are serious about Aboriginal health and well-being, if we are serious about the oldest continuing culture in the world not only continuing but flourishing - then calls for a Treaty must be loud and organised and Aboriginal self-determination must be enshrined and the wealth stolen daily from Aboriginal country must be returned. Is this not an objective, is this not a benchmark? 6:21PM

An indigenous treaty has topped the priorities of Australia 2020 summit delegates examining Aboriginal issues.

About 100 of Australia's top indigenous leaders, thinkers and experts came together
as part of the summit to discuss their ideas to improve indigenous people's lives.

The creation of a treaty proved the most popular suggestion, followed by the re-establishment of a national representative body, and the setting up of an indigenous future fund and a watchdog to oversee government action on indigenous issues.

Delegate Janina Gawler, speaking for her group of delegates, said the treaty should build on the government's intentions to endorse the United Nations Declaration on the Rights of Indigenous People.

"To formally recognise Aboriginal and Torres Strait Islander people as the first
people of Australia, involving a legal agreement as to the status, rights and obligations of indigenous people and the Australian government," Ms Gawler said.

Some delegates urged the government to establish a long-term endowment fund, to be overseen by independent trustees, to provide funding certainty for indigenous programs.

Some delegates also pushed for a new indigenous cultural centre, and suggested it
should be based in Canberra's Old Parliament House.

Prime Minister Kevin Rudd sat in on the first session of the indigenous stream,
listening to ideas and asking questions of delegates.

Mr Rudd spoke one on one with Queensland Aboriginal leader Noel Pearson about
indigenous education, and with other delegates about the possibility of rolling out
more secondary level boarding schools for indigenous children.

He also spoke with delegates about the importance of maintaining and
strengthening indigenous culture and language.

Speaking for his group, youth delegate Tim Goodwin said tackling racism should be
a top priority for Australia.

"It hasn't gone away and a lot of indigenous people still need to talk about it and as a
nation we need to talk about it," he told delegates.

Mr Goodwin also stressed the need to change Australia's "psyche of assimilation".

"That in 2020 we no longer talk about `normalising' indigenous Australians," he said.

Prominent indigenous West Australian Shirley McPherson suggested certain seats
in parliament and spots in government should be put aside for indigenous people.

"There must by 2020 be a level playing field, and by that we mean there needs to be
representation in parliament and in government," Ms McPherson said.

(c) 2008 AAP

http://news.smh.com.au/treaty-tops-indigenous-2020-agenda/20080419-2795.html

Coolamon – carrying the culture

Monday 21 April to Sunday 25 May
Visit Brisbane Square Library during April and May to participate in celebrations with members of Brisbane’s Aboriginal and Torres Strait Islander communities. It is a theatrical journey which reflects upon the movement of Black and White Australians and their fight for the 1967 Referendum: Aborigines & the right to vote.

“Reflections” premiered in June last year at QPAC to capacity audiences. Due to the season selling out, QPAC and ACPA will be re-mounting the production in April 2008 to allow this important piece of theatre to be seen by the broader community of Queensland .

ACPA students have drawn on their own stories and those of Elders as the inspiration for the content of the show both musically & dramatically. The Elders worked with the performers to enhance their understanding of the determination, struggle and the strength of Australia ’s Indigenous people from the past to the present. Their stories have indeed served as ongoing inspiration for the students and the creation and development of this performance piece.

Having explored the potent themes of the 1967 Referendum in the first act, the younger generation’s hopes and aspirations for the future are explored in the second.

ACPA students will enthrall audiences with their vitality, depth and breadth of skill.

In short “Reflections” is a combination of historic and contemporary ideas portrayed through performance to pay homage to both the past and the future, by reflecting on an image of pride, hope, integrity and beauty.
More literally, Bula'bula translates as the tongue, or voice of the kangaroo.

Noel Doyle
Screen Print Manager
Bula'bula Arts
PMB 161
WINNELLIE  NT 0822
AUSTRALIA

tel:  (08) 8979 7911
fax: (08) 8979 7919

Items of interest from QCAN

QCAN Closing Sale

15 December, 10 am to 4 pm Stores Building, Brisbane Powerhouse Lamington
St, New Farm

Queensland Community Arts Network will be selling a wide range of library
items and office equipment in a one-day-only sale.

Come prepared for great prices AND to take purchases away that day.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
NETWORK TRAINING, WORKSHOPS & CONFERENCES
Creative Sparks Grants & Lord Mayor Fellowships Workshops
7 December, 7 to 9 pm. Life’s beauty and harmony with nature are
important elements in her art. Olga believes that earth and humanity can
never be separate entities. The idea has been around for ages and if you think about the ambitions of ANTT in the 80's and 90's, we've been thinking about it for awhile. We are at a critical time and an opportunity may eventuate under the new government to create such a company.
Due to the slog of working in the arts I think we are in danger of losing some of our most talented Theatre artists if we don't gather resources to create a company that can - create works of scale -develop career paths for artists - and develop and expand the audiences for Indigenous Theatre across the country and across the world. These aims take resources that we have been unable to secure over the past 20 years.
Many people have opinions of what this Company could be and to this end the Harold Mitchell Foundation has made available $10K to facilitate a meeting of some of the key stake holders in Melbourne 15-16th Dec.
At this meeting it is hoped that we can hammer out some of the basic
principles of the new body, it's relationship to the existing Indigenous Theatre Companies, the structure and Artistic Brief.
A chance to Dream a bit.
A broad cross section of people will be attending and unfortunately we can't
afford to fly everyone in to be part of this meeting. If you are passionate about the idea (for or against) or you have dreams for what this company could be please write your ideas down and send them before Dec 15th to wesleyjamesenoch@bigpond.com or  Wesley Enoch PO Box 885 Nth Melbourne 3051 Victoria
(Please indicate your name , where you come from and
if you represent any particular community/company/council etc)  These ideas will be tabled, debated and collated.
Have your say.
Do you think it's a good idea? What kind of work should a National Company create? How would it be National? What does that mean? What Role does Theatre play in our community?
What models of relationships with existing companies could there be?
If you'd like to attend please contact me for details of times and location.
Thanks heaps.
Wesley Enoch.
Freelance Director/Writer
A JOINT STATEMENT FROM THE BLAKSTAGEalliance
A JOINT STATEMENT FROM THE
BLAKSTAGEalliance – the National Indigenous Theatre Network.
The BLAKSTAGEalliance supports the authentic voice of Indigenous performing cultures in Australia. We recognise the protocol and respect for our nations in the telling of our stories. We acknowledge that Indigenous performance is a 60,000year old artform and with this comes a strong connection to great traditions, innovations and practices, which stand as a testament and celebration of living Indigenous culture.
Through a process that has been non-consultative and non-transparent, we have been made aware of the move by an individual to impose a NATIONAL INDIGENOUS THEATRE COMPANY on the Indigenous arts landscape and at the expense of the existing BLAKSTAGE sector. Let it be known that the BLAKSTAGEalliance does NOT support a National Indigenous Theatre Company.
We will NOT be forced to accept an agenda which seeks to:
– Exploit our Indigenous performing cultures.
– Undermine the value of our sector.
– Pillage and plunder the cannon of Indigenous work that our companies have produced.
– Desecrate Indigenous protocol and respect.
– Further the self-interests of individuals over the National Indigenous community.
– Pull the financial resources away from initiatives and opportunities which benefit the WHOLE BLAKSTAGE community.
– Compromise our self-determination.
With over 800 Indigenous Nations within Australia, it is clearly apparent that one company is not adequate nor appropriate. What works, is the support and development of existing and future Indigenous determined companies across State borders, to enable Indigenous Australians to continue to tell their own stories.
February 25-29th 2008, the BLAKSTAGEalliance will come together on Kaurna Country in Adelaide to celebrate our Indigenous Performing Cultures. Standing together in unity at the Australian Performing Arts Market, we will commemorate this event with the historic signing of a Memorandum of Understanding between the founding companies of the BLAKSTAGEalliance. We encourage all Brothas and Sistas who have dedicated their pathway to the BLAKSTAGE sector, to come together and celebrate with us, and participate in a dialogue so that we can collectively determine our needs to ensure our future will remain For US, By US – to share with the world.
Signed: YIRRA YAAKIN [WA], BARU KADAL [NT], ILBIJERRI [VIC], KOOEMBA JDARRA [QLD], KURRURU [SA]
"In the mean time" Exhibition
‘in the mean time’ is an exhibition responding to the governmental refusal to sign the Declaration on the Rights of Indigenous Peoples which was recently considered by the United Nations General Assembly. The process was brought to a stalemate during the 61st session in September this year by Australia , USA , Canada and New Zealand . The Artists in the exhibition are representative of the four countries, commenting on the times that we live in.
Native American artist James Luna will show ‘Spinning Woman’ a video installation from ‘Emendatio’ his solo exhibition as part of the 2005 Venice Biennale. Showing alongside is Redfern-based painter Gordon Syron, an urban art pioneer with a penchant for the issues of (re)colonisation and Nadia McLaren offers her feature film documentary ‘Muffins for Granny’ a complex story of personal and cultural survival featuring interviews of six Native Canadian Elders who describe the physical, emotional and sexual abuse they suffered at Catholic Residential Schools.
Other artists in the exhibition examine a range of issues including cultural maintenance, media critique, pride, resistance and ecological sustainability through a range of contemporary artistic media.
The artists were brought together by Jenny Fraser, who says of the show “ ‘in the mean time’ highlights mean spirited actions that should never be suppressed, but brought out in the open and discussed in public forums and lounge rooms alike, communication is the first step towards problem-solving. This is not just a problem for Indigenous people, mean-spirited actions of governments affect most of us. The artists in this exhibition are strong people who offer food for thought”.
‘in the mean time’ will open at 6pm on Friday 7th December, 2007 at Raw Space Galleries, 99 Melbourne St, South Brisbane and close on Wednesday 2nd January, 2008, featuring James Luna, Gordon Syron, Christine Christophersen, Sharyn Egan, Nadia McLaren, Adam Martin, Andrew Hill, Bethany Edmunds, Kewana Duncan and artist/curator Jenny Fraser.
more info:
Raw Space Galleries - http://www.rawspace.org
'Muffins for Granny' by Nadia McLaren http://www.myspace.com/muffinsforgranny
Artist/Curator Jenny Fraser - http://www.geocities.com/dot_ayu/index.htm
contacts:
gallery@rawspace.org
dot_ayu@yahoo.com.au
EOI 10th Festival of Pacific Arts American Samoa
EXPRESSIONS OF INTEREST
10th FESTIVAL OF PACIFIC ARTS
AMERICAN SAMOA
CLOSING DATE:  19 DECEMBER 2007
The Australia Council in partnership with State and Territory Arts Agencies invites expressions of interest from Indigenous artists and groups to be a part of the Australian delegation attending the 10th Festival of Pacific Arts to be held in American Samoa from 20 July to 2 August 2008.
Expressions of interest are sought from established Indigenous artists and groups who have experience in the areas of traditional and contemporary dance, music, theatre, literature, visual arts, crafts and new media. Unfortunately, with no operational funding available to continue core activities beyond 31 December 2007, it seems almost certain that QCAN Inc will be closing permanently. No explanation has been given but it has been noted that many others to miss out on funding are also service and infrastructure organisations, involved in supporting marginalised groups and/or involved in social justice issues. Due to the timing of the decision it is impossible for us to look for funding opportunities via other avenues.
At this point in time Bronwyn Jewell (Director) is doing everything she can to reverse the decision. I am sure you can appreciate that this is a very confusing time for staff who were looking forward to implementing an exciting new strategic plan next year.
Other like minded organisaitons to be effected are: BMAC, Vulcana Women's Circus, Kooemba Djarra, and Arts Law.  QCAN encourages members to express their dismay and disappointment at the de-railing of these valuable community cultural development organisations by contacting the Minister for the Arts, the Deputy Director General and the Director of Creative Communities of Arts Qld.  Details are listed below. We will keep the membership fully informed throughout this time.
Arts Queensland phone: (07) 3224 4896 or toll free 1800 175 531 (outside Brisbane metro)
Media Release
Peter Garrett MP
Shadow Minister for Arts
10 November 2007
Federal Labor Arts launch
Local communities will have greater opportunities to create and enjoy their own art in suburbs and towns across Australia under a Rudd Labor Government.
A Rudd Labor Government will increase base funding for the Australia Council by $10 million over four years in a Creative Communities program to improve opportunities for Australians to participate in arts and cultural activities in the places where they live.
It’s clear that further investment in grassroots cultural resources significantly adds to the wellbeing of local neighbourhoods.
All Australians should be able to participate in cultural life, irrespective of where they live or how much they earn.
In addition, Federal Labor’s Shadow Minister for the Arts, Mr Peter Garrett MP, today announced in Parramatta in Western Sydney a series of arts initiatives, including:
·         A requirement for visiting international musicians and performers to use Australian support acts where possible under new visa rules.
·         Investment of $17 million over four years in a new Creative Industries Innovation Centre – helping creative Aussie companies to leave an even bigger stamp on the Australian and overseas economies; and
·         Investment of an additional $7.6 million over four years for the National Arts and Crafts Industry Support program to support Aboriginal Art Centres around the country.
These new initiatives build on earlier Federal Labor commitments, including:
·         Ensuring an independent and transparent Australia Council.
·         Implementing greatly simplified and faster investment application processes for Australian artists through the Australia Council.
·         A $2.4 million boost to the highly successful Australian Music Radio Airplay Project.
·         Working with the States and Territories to improve the provision of arts and music education in schools.
·         Implementing a resale royalty scheme for visual artists, providing additional support for Indigenous artists who have experienced a boom in the Indigenous art market.
·         A strong commitment to Indigenous art and craft including addressing the issues raised by the Senate Committee report Indigenous Art – Securing the Future.
<img width='1' height='1'
